This is the background tile we are making. You need
Simple Filters Quick Tile (freeware) Click HEREto download
Paint Shop Pro Click HERE to download demo
Eyecandy 3.1 click HERE to download
Start by opening a new image 200x200 pixels, and flood fill with your color of choice.
Set your airbrush to these settings,
shape-round,size-25,hardness-0,opacity-100,step 26,density-100
and set your foreground color to a lighter shade of your fill color

Step 2

Spray random lines on the image

Switch to a dark color, and spray on more lines in the same manner.
Then go to Images/Effects/Plugin/Eyecandy and apply
Swirl with these settings once or twice
Whirpool-78, smear length-12,twist-18,streak detail-10, warp and smooth both checked.

This is what it should look like now.

Apply noise (image effects/noise/add) at 27% uniform.

Switch your foreground color to white, and go to Image Effects/other or in PSP 7 Image Effects/Artistic and apply hotwax.
Then go to Image Effects/plugins/simple and apply quicktile.

That's it! Simple isn't it?
